With ICQ, this is the situation: if the number was registered a long time ago, and (the security question with the OR answer was not set, the email-a binding was not set somewhere after 2008, because the old email “got rid” all in the same 2008 year (approximately)) then the password cannot be recovered. Unless, if the password was simple, then a simple search (there are special programs). Otherwise, register a new number.
