It’s a little unclear what kind of CRM we are talking about, and what software the call provides.
If you need to develop such functionality, then take Asterisk as a telephony server and interact with it from PHP using the AMI interface. For PHP there is a phpagi library phpagi.sourceforge.net

Yes, you can. But why? You can check whether they are active or not in other ways. And it is not clear why this is needed in CRM.
