I want to register a static ip-address, but the network disappears, everything is ok via dhcp. What can be wrong?

afternoon I created a virtual machine on hyper-v with a 2012r2 server, in the network settings I use a second network card in external mode, I start it, I prescribe a static address - the network drops (everything is fine on the host), I turn on "obtain an address automatically" - the network rises .. What can be wrong? The static address is free.
Google showed that it was necessary to disable APIPA, disabled it through the registry (at first there was auto-detection of ip4v and the address was 169 ...), disabled the dhcp client service, none of this helped ..

decided so - on the host on the network put the address xxxx.106/24, on the guest axis xxxxx.107/24. After that, the network started working..
