I want to make hot keys to start scanning in the keyboard, but what would work without entering the windows user?

We have a scanner and a printer at work, and they are connected via usb. And the user of this computer is categorically against using his PC in his absence (apparently he has a lot of porn, he doesn’t want to be burned), and always leaves his system, and users cannot scan from his scanner. So I told him that I could look for a program that starts scanning even if it is not available, using hot keys, he agreed to such an idea, so far he has not found such a program. But there are programs like twainWeb, etc. for remote scanning, but these will not work, it is needed by hotkeys so that the user goes to this computer with a scanner, presses hotkeys, and scans to a network folder. What program advise, or hot keys do not work in user selection mode?

Hotkeys work in the context of the user, so without logging in - nothing.
Instead of asking, make a new account and set up whatever you want in it. The installed scanner probably has the right program or you can take any alternative.

And who is he - the director of the office, what decides when a working computer can be used and when not? You are trying to solve an administrative problem by technical means.

I don't know those.
It is precisely because of such problems with scanners that I never buy any scanners, except for those that are part of an MFP with an ethernet connection and the ability to send scans via the SMB protocol. because in the end, questions like "how do we scan when the computer is turned off", "it is difficult for us to scan a document of 10 sheets one at a time", "we need a PDF", etc.
