Ubuntu hotkeys - how to make it work from the Russian layout?

I often use Ctrl + Shift + U to insert special characters. It does not work on the Russian layout, you have to switch. How to make it work with the Russian layout too?

The fact is that in Ubuntu 13.10 there is a bug with switching layouts and with the action of hot keys in "non-Latin" layouts. The solution is to either roll back to 13.04, or try 14.04 (it seems like this bug was fixed there).
