Here everyone writes about investing, but it seems to me that you want to invest in development.
Cost is a derivative, so are risks.
It all comes down to what kind of application it will be.
The most important thing in this is not the application, but what tasks it will perform, what problems it will solve, how you are going to monetize it, promote it, look for customers, and so on.
In general, the usual set of "I want to do business." The fact that this application changes some aspects of the implementation (a lot of money will go to the fund, and little - to the purchase of assets, for example), but does not change the situation fundamentally.
An application is a tool with which you will solve some problem.
And now to find, investigate this problem, check it with as little bloodshed as possible, plan, organize work and much more - just what you need to study. There is a ton of information on the Internet, which is useful, which is not - I can’t say, the topic is super holivar and in the end everything will depend on you.
PS. to develop and release a very simple application, your "little" should start at least $15,000.

The first step is to develop an MVP, because it is cheap and you can quickly test the hypothesis.
