Each of the layers in a good way needs a highly qualified specialist with development experience, for example, with which sensor is it best to capture this physics of the process? Or how to get all the devices on the computer? How many and which ports will be involved? In what format is communication with sensors read / write, analog, digital? Temperature/mechanical characteristics us-in. All very carefully design and order the board, components (having previously debugged / tested everything on the assembly lines). Write drivers or low-level abstraction code.
Reach out to the most interesting - the requirements for the software system for monitoring and managing this entire economy, logging, message bus, asynchrony / synchronism of all processes, process chains, for example, a pressure sensor generates an event, the parameters of which start adding oil to the system.
