Apply to ITMO and make your way to work for them right away. It will work out well there - they look for talents and inquisitive among students and grow programmers out of them.
And just like Alexander said , programming is not taught. They give a basis, but it is very doubtfully tied to practice. But mathematics will teach you, but only if you do not die of boredom. For the sake of mathematics, you can also GU

You should first of all choose the faculties "Google", "self-education", "self-development", "History of IT and IT news", "Freelance", and at these faculties you should attend approximately the following subjects:
But universities today, for the most part, are unable to train programmers.

The penultimate one, judging by the description, is exactly what you need.
But they probably won't teach. After all, as they say about bad universities, they just teach to learn.

Hammer and choose according to other criteria (at least randomly).
Often they teach in fact (what kind of teachers / subjects are there), and not according to descriptions of directions. and the directions themselves are very similar, but even if some wonderful and useful subject (like neural networks) gets into the program, it can easily be spoiled by terrible teaching. In addition, the things that are in demand in game development will not be taught, at best, general near-nonsense without practical examples.
This is generally about the Russian Federation, but it is hardly different at St Petersburg University.
