I want to use secret chats in telegram, unofficial telegram clients on windows that support secret chats left a negative impression. In ARC Welder, telegram does not start, maybe someone is already using any mobile platform emulators to run telegram on windows, share your experience.

I understand that the question was asked a long time ago - but if a solution has not yet been found, then I will advise:
The emulator will most likely work slowly.
Instead, you can put Pidgin (windows) and the Telegram transport plugin to it - on github - telegram-purple.
Not tested, but it says that secret chats are supported:
"Using secret chats
You can use Telegram secret chats with this plugin, they will show up as a new buddy with a '!' in front of the buddy name".
Will work smartly and reliably! :)
