Is there an alternative to the Linux subsystem for Windows, just the other way around?
More recently, a Linux subsystem emulator has appeared in Windows-10, which interacts very closely with it, I know that Linux has Wine, but are there more advanced and stable solutions?

Solutions - what? There is Wine to run Windows programs, but there are no idiots to run Windows utilities or the command line under Linux.
A "more refined" Wine can be bought from CodeWeavers, but it's not certain that their accomplishments will match your Wishlist.
