Install VirtualBox, install Ubuntu in it. There you can work with pet without any problems. It will be much more convenient than trying to do all this on Windows. And the experience of unix systems will not be superfluous.

On Windows with Python, everything is very simple.
The main rule is to put python in a folder without spaces in the paths. Sometimes in some revisions of virtualenv there are bugs that spoil life because of this.
Everything else works great, including pip
