I generate CSV in UTF8 encoding, when I open the file in excel, not all characters are displayed correctly, what should I do?

The task is to return to the user a CSV file in which the symbol "£" is present. I open everything in OpenOffice. But in Excel, the character is replaced by BJ, as I got to the bottom of this ANCII encoding, can anyone come across a similar one, how to make the file open correctly and with unchanged characters in excel?

Add a BOM so Excel understands that the file encoding is UTF-8
