I don’t understand why WordPress comments are shown where they want it to be?

I don’t understand why WordPress comments are shown where they want it to be?
Here is an example:

  • In this entry - there are comments and a form for adding.
  • And here - no ...
I'm at a loss... Why??? How is that???
For information:
  • The posts are no different from each other (except for the content)
  • In general settings - comments are enabled, no time limits - not set
  • In the settings of each post, the ban on commenting is not set

In general, help me figure it out ... Some kind of stupidity, I can’t understand what’s the matter :(

Decided!
Standard comments VP, installed recently. I think because of this, the form was in new articles, but not in previously published ones (before setting
comments).
Now the form is everywhere...

In the settings there is an option "show comments on new posts", and each post has the ability to configure the display of comments in the admin panel. See if the second entry is ticked.
