Given a function f(x) , there is no x in the body of the function, instead of x - the variable t
I don't understand how to solve this at all.

Most likely just a typing error. Instead of t there should be x (or vice versa).
It is solved elementarily, analytically find the derivative of the function and substitute x=4 into the resulting expression.
