I don’t understand where you can register a user with confirmation (like all normal forums) using the link that comes to the mail or is there no such function there?
In the admin panel in the general section, subsection "User registration" there:

and I don't need it.
I did not find the "Allow email messages" function, but the "Enable email messages:" function is enabled in the "mail settings" subsection.

Так как PHPBB, кроме Вас и людей с этого форума - www.phpbbguru.net/community больше никто не использует, советую писать туда.
А как по мне, быстрее взять фреймворк и на нем сделать форум, чем писать костыли к устаревшему на 5 лет продукту.
