I can't test the app by ip link?

Hello everyone, I want to test the application using the ip link that is displayed when the application is launched.

I follow it to the PC from which I launched the project, the link works, I go from the device that is connected to the shared wifi from the PC, the link does not work....
There is a question on stackoverflow, The answers to the author did not help me, respectively - too.

And in general packets between these two computers go? Maybe a function is enabled on the router that distinguishes Wi-fi clients from each other (AP Isolation or something like that)
