Well, as an option - telnet pop3.yourmailserver.com 110 (well, or what port you have written in the settings, for example 995).

If we are talking about connecting Microsoft Outlook to free services like mail.ru, yandex.ru or gmail.com, then
1. It is better to connect via IMAP
2. They usually have good descriptions of the connection process:
mail.ru
yandex.ru
gmail. com
