I think you want too much, especially strange about the lawlessness of Roskomnadzor or the closure of services ....
any service can suddenly close, or be bought, or blocked by Roskomnadzor ... and you also get it for free.
Email hosting costs $10-30 per year! Want all of the above - go and buy.

I tell you: there is a service that is based on anonymity and does NOT require a phone number for confirmation! You can create an infinite number of boxes for your cases and from there letters are guaranteed to fall into the inbox. I even wrote instructions with pictures:
