I can't set up a debugger for JS in WebStorm. What am I doing wrong?

Node.JS+ReactJS+Redux+Webpack+Babel project. Set up in development mode.
WebStorm 2017.3.5, Windows 7 x64
I set everything up according to the instructions - the browser starts up, the site works, but the breakpoints do not work. I even added a record line to the console and put a breakpoint on it - it writes to the console, but does not stop.
What can you advise?
