How to modify the traffic passing through the host on the fly?

Hello, there is such a situation. There is a phone that goes to the network through my laptop, you need to do this for debugging purposes - when the application sends packets to the network, the computer (or any proxy) should stop all traffic and wait until I modify the packets myself and click send. And vice versa, when packages arrive, first I confirm and then only deliver to the phone.
I’m sure that this already exists, I just don’t know the tools or how to sharpen the same wireshark or the like for this.

If it's about http/https - then put a transparent squid and just make your own ICAP server. Here in it and edit the data
