I had this problem:
I can't restore Windows after I transferred 20 GB of memory from disk to disk D using one program, and now in the recovery panel it says that I do not have administrator rights to press anything at all, I only have BIOS available, what should I do?

Ask the one who prompted you for this one program and advised you to do so, to restore everything back.
Otherwise, erase everything and install Windows from scratch.
