I can't open html file via localhost (xampp), gives 404 error, what should I do?

I turn on the server, then type "localhost" into the browser. And it outputs "It works".

I previously placed the html with the path xamppfiles > htdocs > iteh > index.htm
Next I try to write "localhost/iteh/index.htm". And it gives a 404 error.

Where to put this html file to make it work?
