How to set permissions 777 (chmod)???

You need to set the rights to 777 (chmod) on a specific folder. I googled and came to the conclusion that for this you need to connect to localhost via FTP, I try to do this using Total Commander but it doesn’t work, I don’t know how to fill in the fields for a new connection correctly
Please help me connect to localhost via FTP or tell me another way to set the rights to 777 on the folder, I will be very grateful.
