An error occurs when trying to login

Wrong username or password. Please check the entered data and try again.

Despite the fact that the base is the same, the user too, there are no problems on the test server.
If you enter the password several times, the message changes to the fact that the user is blocked (that is, he sees the database, the user too, but cannot authorize him)
Where to dig? What else needs to be done?
