I can't get a certificate through vesta cp?

Hello, I use vesta cp
Recently I added a second ip address, through the admin panel, and a new domain on it, I want to release ssl LE , but I get an error
Error: Let's Encrypt nonce request status
Google is already the second day and nothing, it's on Ubuntu 18.04
Help, who slutted, on other domains, ssl is. I also tried to transfer the new domain to the old ip (where ssl was issued), but this did not help either.

Any chance to try the same from console? If it is released without problems, it means that the matter is definitely in the news.

The old panel on the old distribution...
The protocol for obtaining a certificate was updated some time ago, I suppose that's the point.
Install certbot in virtualenv and manually issue the certificate.
There is another tool written by Go for these purposes, I think it is more convenient, but I have not tried it.
