I can’t create a cluster 2019. It gives an error when creating, what could be the problem?

I create a cluster on 2 nodes with network storage for disks.
1G access network 192.168.0.0/24
Network for 10G disks 172.10.10.0/24
An OU for the cluster has been created, the servers have been moved to the OU. Manually created computer : EKAT-CL and disabled.
I'm trying to create from domain admin.
The cluster check is successful (except for the update, there are slightly different versions of the updates)

When you try to create it, it gives an error:

I'll answer my own question. It's not clear what the problem was.
The solution is like this.
First, check everything according to the settings from the link above.
After that, I went to PS on Node01 and created a cluster from one node. (I went to the server itself via rdp)
The cluster was created successfully.
After added the second Node02.
B Everything worked. 12 days flight is normal. I transfer test machines to it and process failures. No problems found.
