I can't access the router in the network of the same provider?

There was a problem. There is a tp-link tl-wr850n router. Remote control is enabled, all protection is disabled, port forwarding is done. The Internet sees, devices work. The provider issued a white IP like 85.234.хх.хх. In the WAN Settings, the address 100.65.хх.хх is issued.
The problem is this: When you try to ping or access this router from the network of the same provider, the router does not ping and you cannot access the web face. From any other provider (Rostelecom, Tele2, Beeline) everything is fine.

The provider made forwarding on his nat 1 to 1 to your gray ip. Most likely, this is the whole point. Natitsya at the provider only traffic coming from outside its network.
Option - try to persuade the provider to set up "hairpin nat". There is a chance that its absence is a mistake on their part and it will be enough to complain about the problem voiced in the question.
