I can not normally make a background in word. What needs to be changed?

Just started working in Word. There is complete idiocy going on. I am inserting a background image on an A4 sheet. The image itself was previously made in Photoshop in size for A4. In the Word itself, I insert it through the page fill. The image randomly resizes. And when I increase the size of the sheet in the Word, the image also changes. How to pin an image to full page size?

On the Page Layout tab, in the Page Background group, select Watermark.
Select Printed Underlay.
Select the Picture option and click the Select button.
Select the desired picture and click the Insert button.
To determine the image size, select the appropriate scale in the Scale list.
To lighten the image so that it does not interfere with the perception of text, select the Desaturate check box.
The selected image becomes the background for the entire document.
