I can not correctly configure the data selection from the table. How to find a bug?

I copy the data from the telephony into the Table , the task is to set up a selection of how many calls the managers made by the hour.
I take data from the "Import" sheet

=SUMIFS('Import'!K:K;'Import'!J:J;"<"&A4;'Import'!J:J;"<="&A3;'Import'!C :C;$B$1)
the formula returns zero values to me, I can't figure out where the error is.

It looks like someone has already solved this problem. You compared J:J both times underestimating the value of the period

'Импорт'!J:J;"<"&A4
'Импорт'!J:J;"<="&A3

And you need to "enter" in the interval
'Импорт'!J:J;"<"&A4
'Импорт'!J:J;">="&A3

I would prefer to include the beginning of the interval >=and open its end<
=SUMIFS('Импорт'!L:L;'Импорт'!J:J;"<"&A6;'Импорт'!J:J;">="&A5;'Импорт'!C:C;$B$1)
