I bought a broken video card, the store is playing for time - How to do it right?

Actually there was a following situation.
I purchased a set of components for assembling a PC in one of the popular and large online stores.
Assembly experience is great, so I know for sure that everything should have worked.
The order was brought, but the Inno3d geforce gtx 1070 ti jet video card did not work.
It just starts with the system, the cooler literally twitches once and that's it.
Well, actually, as everything turned out, the seller was notified that this and that.
While I received a return letter, I gave up the ends of the power supply (after 3 days ..).
As a result, I sent a video card and a power supply unit by SDEK to the seller at their expense.
The goods were accepted on January 9, 2018, about which information was received from the store managers.
Began to wait. After 30 days and several inquiries about the fate of the components, I was informed that I was being reimbursed for the power supply. The funds were credited to the card account in 2 days. ALL OK.
But the supplier can't say anything about the video card yet.
I am a patient person, especially since I have been working with this store for a long time.
I set a deadline for 45 days ..
On February 25, after another unsubscribe, they tell me that there is no answer from the supplier's SC yet, they say, wait .. HZ how much .. We can't do anything until we receive information from the supplier's SC.
I got on the Internet and read that if there is no solution to the issue after 45 days on the claim, then I will be reimbursed. Well, or if they now have the same product in stock, then they simply send it to me for a replacement. But there is such a product.
So I wrote to them.
All of the above are philistine statements.
Can someone tell me what to do and how to do it.
What to write and send to the sellers in order to finally finish the quotation ..
Vidyushki are now expensive .. You can’t buy such for the money that you took before NG ..
