Just install all of the above dependencies - bc, rsync, kmod, cpio, bison and flex - in the dev version first.

Fedora, as far as I remember, is a testing ground for the RHEL software product.
That is, if there are errors - this is quite expected.
I personally don't see any point in compiling Linux kernels. And although I have been doing C ++ / Java for a long time, I did not find a suitable and reasonable motivation for this for myself.
And then there is such a thing, for example, if the author writes "I don’t rummage myself" - then another question arises. A question of purpose and meaning.
Maybe it's better to start learning Linux with a user course? And a C/C++ course.
