HTTP caching does not work, who can tell me how to set it up?

I set up caching for this article from pafnutia . But the Google test still writes FIX MANDATORY: Use the browser cache.
Then I tried to put the following code in .htaccess:
Header set Cache-Control "max-age=2592000"
It didn't help anyway. How do I fix this and still enable HTTP caching?
