By the way, try copy-pasting the file from nautilus. In most cases, the full path to the file is inserted into the text fields.
NetBeans has an HTML tags panel - drag the img tag from it to the right place, you will see a dialog for browsing the disk and selecting a file. But IMHO - in WebStorm / PHPStorm, the implementation is much more convenient (see above).
Can't you see the panel below the stylesheet? It's probably just closed by default. In general, under my ubuntu, it automatically appears under css-files and is not shown under any others. Call it forcibly - Window - Other - CSS Style Builder and Window - Other - CSS Style Preview.
