HTML + CSS - complete site?

Imagine this situation: there is a website, there is a main page (header, footer, sidebar, main content). Everything is done beautifully with CSS, the code is valid, in general, everything is well done.

The question is: is it possible to leave a static site (not to delve into js, ​​php, etc.) and upload it? Is this the right solution? Will there be problems with PS? Will the PS apply adequately to such a site (yes, I know that php is html code as a result)?
The site is a large portal with information (many articles in the plan).

If you do not need interactive and the site carries only an informational load, it works because it just works → yes. There is absolutely no point in stuffing something into the project that should not be there.
Moreover, take note of static site generators like Jekyll. They are so easy to assemble.
And do not listen to the wise men who shout that a modern site should have everything and maybe more. Only what needs to work should be present.

Search engines don't care. They don't know how you make a website.
But I do not recommend you to make a static portal. It won't be convenient. Much more convenient than CMS, you can quickly create articles through the admin panel and add all sorts of goodies for the convenience of users. For example, searching for articles, sorting articles, tags for searching articles, and so on.
