htaccess - what does the entry in this file mean?

In one of the projects, going into the admin panel, I threw out 403 forbiden,
looking into .htaccess, I found the entry commented out, the
admin panel worked

In your case, this is most likely the consequences of a virus, especially if your project is on WordPress.
