HP Pavilion dv6 3174er won't turn on. Cause?

I turn on my laptop. The cooler is working. The processor activity LED is lit. The HDD activity LED is red(?). Caps Lock flashes continuously every 5 seconds. The screen does not turn on. Unplug from the network, remove the battery, if you can - disconnect the battery, remove-insert the memory, let the laptop rest for an hour and turn it on again. It won’t help - to the service, problems with the hardware
