HP pavilion 17-cd1012ur laptop does not see the boot disk, how to fix it?

I insert a flash drive, the laptop does not see (flash drive 2.0, port 2.0, everything is configured in the BIOS). I insert the flash drive into another laptop, everything is ok. I went to extreme measures, inserted the drive into another laptop and dashed Windows, I return the drive back to the HP pavilion and the laptop does not see the disk at all. The disk works, I checked it in another laptop.

so what's the problem?
go to the BIOS boot menu (F10)
Choose *usb*\efi
or UEFI usb
or
change boot order > put usb boot on the top line,
