The chart slider should move with the help of a scroll

Added only a chart from chart.js , there additional there are no scroll events, there is an idea to change the chart itself when scrolling, and make the window open regardless of the haver.
I 've been scratching my head almost all day..
Any ideas? Looking for fresh ideas
