How will two identical sites be promoted by SEO?

I explain about the question, imagine the situation we have two identical sites, let's say a law firm.
They offer the same services, both companies use the same SEO tools (serpstat, ahref, semrush), publish 2-4 posts a day, maintain their SEO every day, use analytics, and everything else.

How will these two sites be promoted in search engines? Which one will come first and which one will come second? Or will both sites jump top 1-3 every day?

Will it all depend on the amount of traffic? Or from the pricing policy of the company (that is, if the company in the top 1 offers a price of 30k, and the second in the top 2 offers 40k)

There are no two completely identical sites. They will still differ in little things, otherwise one of them will be considered a duplicate of the second, and as a result, one of the sites will be pessimized.
Otherwise, it would be very easy to take down a competitor by creating a completely identical site and climb higher in the results with the help of promotion.
If we take approximately two equivalent sites, then the one with the best behavioral factors will win. Usually, everything is tied to whether users are satisfied with the response they receive, whether they spend the most time on the site, whether they order from it, etc. This is due, among other things, to the benefit of the offer (if it is very expensive, there is a high probability that the competitor’s website will come out ahead, because users, having seen the price tag, will immediately close the site). To achieve the best behavioral factors, you need to take all the best from the companies from the top - and implement it at home.
