How will the ping command work?

There is a hypothetical network of this kind. The user enters the ping command on PC-1 192.168.1.16
According to the rules, the first address in the block cannot be used. What happens to the sent ip-packet? Will the answer come to PC-1?

The address 192.168.1.16 is an address from another network.
If all routes are correct, then the packet will arrive at the router, from where to the second network to the host with the desired IP, after which the requested host will also send a response to the router, which will send a response packet to the desired host.
