How will Google perceive an English-language site on the national domain of Spain?

Hey!
I am doing an English-language project about Spain.
The target audience is the whole English-speaking world, and the inhabitants of Spain itself are not CA :) I
plan to host the site on the .ES
domain. However, Google Help says that national domains are automatically georeferenced to the corresponding region.
Which begs the question:
Will Google try to show my site primarily to Spanish citizens?
UPD:
I explain once again that it is impossible to select a region for national domains.
For example, here is what Google Search Console writes for a site on the .RU domain ( screenshot ):

Your site domain is currently associated with the following target: Russia

However, you can specify hreflang=en on the pages , but in this case, will the site be shown to people, say, from Germany (for example, if they search in English)?

I have an English-language site in the .pw zone, the domain is also, as it were, national (Palau). Google Search Console says "Your site's domain is currently associated with the following target: Palau". Despite this, the site ranks very well for the Americans. Visits from the USA are in 2nd place, after the Indians of course.
If the content is worthwhile, I think there should be no problems, Google will figure it out.
