How was it done before? Blog with news feed without php/js?

In general, the question is the following.
I want to write several versions of my future blog.
First HTML/CSS only version , then add js there , then add php , and after that try all modern technologies ( less,gulp,mongodb ). With all this, I want to keep the visual experience of the blog.
But at the first stage there was a plug - I don't remember what the sites looked like without php / js , but at the same time they had some kind of news feed. And more precisely, what was the news feed used to be?

Tabular list of links to other html-pages (full version of the material) in chronological order.
Pages are directories and subdirectories: 1,2,3,4,5 etc.
New month - new folder for the tape.

The first dynamic pages were in perl, html frames were used.
rss has been around for a long time.
there were news conferences with a separate client, but this is more like an analogue of fidosh echo conferences.
