How to write an application for Windows phone on the site??

There is a desire to write an application for the phone, or rather, to make an application for one site with music content ... I was inspired by the example of the Vkontakte site and application, and I just can’t figure out where to start, in what language to write. I have MS VS2015 and WP SDK installed, I know HTML and CSS.
