How to write a website for a non-web programmer without much effort?
Yes, the question is stupid, but the situation is such that I am not a web programmer, but there was a need to write a website with a set of utilities I need.
I know the basics of HTML, CSS and JS, but I have no desire to write everything related by hand, it will turn out too crooked and spend a lot of effort. I also don’t really want to use all sorts of site builders with a bunch of garbage.
Maybe there is some solution? In the style of frameworks and things like that.

I am not a doctor, but there was a need to transplant a human heart. I can cut paper figures and sew up socks, but I have no desire to cut and sew flesh, it will turn out too crooked and spend a lot of effort. I don't really want to go to the vet. Rewrite the question, throwing out the unnecessary from it and indicating the specific: what "necessary utilities" are planned.
They, quite possibly, have been implemented in CMS or plugins for them for a long time, and it is simply not required to write them from scratch.
Don't know how to write -> hire specialists -> don't want specialists -> builder/CMS -> don't want builder/CMS -> do it yourself -> ...
If only people with basic knowledge of HTML/CSS/JS could create like this sites that are better than design sites - IT specialists would not have such high salaries.
Somewhere from zero to 10' sites no longer exist. Now everything on the web is programs (web applications). And programs that are more complicated than 2 + 2 are written by programmers. Anyone can write some code. But creating something more difficult than todo and not making it better than design solutions is already a professional level.
