How to write a sweepstake?

Good day everyone.
I want to create a simple sweepstakes for a website, the bets will be related to our hobby tournaments, it will all be intended for our small community of enthusiasts.
Googled a lot, but didn't find any tutorials/examples, basically only sites selling ready-made customized solutions on joomla come across or come across freelance ads about the need to perform such a task. But I would like to implement it myself, since there is more free time than money for this business.
Tell me, in what direction should I dig? Can this be done using only HTML and CSS? Well, maybe Java. Or do you need to learn Python or something else for this?
Maybe someone has examples / links to some non-free, but inexpensive templates for the simplest sweepstakes, source codes, etc.
