How to write a program to move files to a different directory?

Hello everyone,
I'm not strong in batch files, because of this, please help me compose a program.

First, I simply created folders and placed text documents in them and using the "move" command moved the file from one directory to another. Maybe this is wrong, I don't know.

But according to the conditions, it is necessary that there be a
changing number of parameters, exit codes and a prompt mode.
How can this be done?
