How to write a privacy policy and application rules?
Making our first application. The main C/A: these are the countries of Europe and the CIS. The language is English and possibly Russian. I would like to understand now where to get the text for the privacy policy and the rules for using the application. Does this need to be done by some special people or can I download a template for this somewhere? I would also like to understand why some applications are available in some countries, while in others they are not even in the app store. Do you need to somehow negotiate with each country or how does it work?

Read about licensing models. For example here: https://habr.com/en/post/275995/ These models have a standard text.
If your conditions are slightly different, then you can correct the text.
Here, for example, is a generator:
https://app-privacy-policy-generator.firebaseapp.com/
If you use all sorts of Firebases, Analytics or other Crashlitixes and other such things, you can also specify all this there. Naturally, the text after that needs to be viewed :)
I generated a file with this policy in this way, then I threw the markdown file on the github, and in the app store I threw a link to it. But you can of course throw on your site, if any.
By country: when hosting and publishing the application in the stores, indicate the countries of "distribution". Then they will be visible in the countries indicated.
For politics - look at similar applications. Copy the part you need. That's all.
