How to write a homemade OS bootloader?

Hello. For educational purposes, I needed to write a bootloader that can choose to boot either a training OS or UNIX (Windows). Since the goal is educational, support for only one family, Unix or Windows, is sufficient. Hence the question, which loader would be easier to implement and what pitfalls can await in each of the options?
