How to work with windows on a mac with a second monitor?

I connected a second monitor to the aimak, but the behavior of windows often pisses me off. Let's say in Photoshop on the second monitor I clicked Save As ..., a window appears:
1) on the first monitor
2) somewhere outside the application that is open on the first monitor.
In general, the appearance of windows even with one monitor pisses me off. Small windows like Save As pop up in an incomprehensible place.

On vend, the same garbage, I noticed that, sometimes, the window pops up on the monitor on which the mouse cursor is now, but I have not figured out the pattern.
Most likely, this is a question for software developers why pop-up windows do not remember the position set by the user.
