How to “wisely” place a video on the site without video services?

The site needs a video.
The customer gave the source 1080, 6 minutes, 140mb.
Asks not to use third-party "pop" services - youtube, vimeo, etc.
Little experience. I heard something, but there is no general picture.
In my thoughts:
a) I heard that videos need different formats for different browsers - mp4, m4v, webm (still relevant?
) you need to make copies of videos of different extensions for different screen formats ... How to determine the number.
c) how to choose video quality depending on the device...
d) I know that there are a lot of video engines on the site. Do you have any favorites right now?
I understand that you need to google, read the documentation, specification, search and try.
Actually the question- Has anyone seen articles that describe the nuances of adding a video with the condition of current trends?
Thank you.
